WASHINGTON >> House Speaker John Boehner drew criticism from left and right Friday over comments mocking his own Republican lawmakers for their reluctance to take up immigration legislation, rekindling election-year debate on the contentious issue even as President Barack Obama weighs acting on his own.
Boehner said at a Rotary Club lunch at home in Ohio Thursday that House Republicans don’t have the appetite to deal with immigration because it’s too tough. He imitated them whining in protest, “‘Ohh don’t make me do this, ohh this is too hard.”

Living in a Car Culture Without a License: The Ripple Effects of Withholding Driver's Licenses from Unauthorized Immigrants
Washington D.C. - Today, the Council's Immigration Policy Center releases Living in a Car Culture Without a License: The Ripple Effects of Withholding Driver's Licenses from Unauthorized Immigrants by Sarah E. Hendricks, Ph.D.
In recognition of the many contributions immigrants make to our society and economy, states and cities across the country are creating welcoming initiatives that seek to integrate and maximize the contributions of immigrant workers and entrepreneurs of all backgrounds. On a parallel track, some states currently offer driver’s licenses to unauthorized immigrants and many more states have begun considering it. This makes sense given that the United States is among the top motor-vehicle dependent countries in the world.This paper argues that states that do not offer driver’s licenses to unauthorized immigrants will limit the contributions that immigrant communities as a whole can make, are likely to face negative economic and public safety consequences and risk creating a climate that impedes the adaptation of immigrants.

USCIS Extends Comment Period on DACA Form I-821D
USCIS issued a 30-day extension for public comments on Form I-821D, Consideration of Deferred Action for Childhood Arrivals. Comments are now due on May 5, 2014. USCIS also provided revised forms and instructions based on the first round of comments.

NY Times: Oregon Sheriffs Limit Detention of Immigrants
The New York Times reports that last week, after a U.S. magistrate judge in Portland, Oregon ruled that an immigrant's rights had been violated when she was held in a county jail based on a federal immigration detainer, sheriffs in nine Oregon counties announced that they would no longer hold people in jail based on detainers.

NY Times: Records Show More Deportation Numbers Follow Minor Crimes
A New York Times analysis of internal government records reveals that since President Obama took office, two-thirds of the nearly two million deportation cases involve individuals who had committed minor infractions, including traffic violations, or had no criminal record at all.
